Speaking Before Council
Any member of the public may make a presentation to County Council. This is referred to as a delegation. The County may need to limit the number of delegations per session, as determined by the Chief Administrative Officer and/or Clerk.
Requesting a Delegation
A delegation may be arranged online by using our online form, or by completing the fillable PDF and emailing it the Clerks office. You may also complete a form by visiitng the County's Administration office.
Requirements for a Delegation Request
The following information is required for your delegation application:
- Date submitted and preferred meeting date.
- Name and contact information.
- Names of the presenters (with titles) and name of the organization which they represent, if applicable.
- The subject matter of your presentation and action/decision being requested of Council (if applicable).
- Presentation materials and any other supporting documentation.
- Copy of petition (if applicable).
Any information included in petitions (ex. Names, addresses, emails, etc.) will appear as part of the Council agenda, which is distributed in advance of the meeting, posted on the County website and becomes part of the public record. Do not include any information on your petition that you do not want made public.
When to Submit Your Delegation Request
The Delegation Request form and presentation materials are to be received no later than 7 days prior to the Council or Committee meeting. Any requests received after the deadline will be considered for the next meeting.
A copy of your submission will be circulated to Council in the Agenda package in advance of your presentation. Once your material has been received, the Clerk's office will contact you to confirm details.
Your name and a full copy of your presentation will appear as part of the Council agenda, which is distributed in advance of the meeting, posted onthe County website and becomes part of the public record. Once the Agenda has been published, you will receive an email confirming the time of your delegation and the URL to the Agenda.
Presentation Procedures
- Delegations are limited to 15 minutes, except a delegation consisting of more than five persons.
- To ensure compliance with the County's Accessible Customer Service Policy, we ask that your documents be submitted in Arial 12 Font (minimum) and that the document contain no successive caps, italics or underlining.
- No offensive language or photos will be tolerated.
- Presentations can be made to Council using photos, PowerPoint or Adobe/Word files.
- The County's computer with presentation equipment is available for your presentation. Your presentation will be loaded on the Council computer in advance, ready for your use.
