Public Meeting – Second Notice

The Council for the Corporation of the County of Haliburton is hosting a public meeting regarding an application to the Province of Ontario by the Haliburton Highlands Land Trust for the creation of the proposed Milburn Kendrick Conservation Reserve on March 26, 2025, at the Lloyd Watson Memorial Community Centre in Wilberforce. Council will commence at 9:00 am and move into the public meeting at 9:30 am.
The purpose of the public meeting is to provide an opportunity to present comments to Council regarding the proposed creation of the conservation reserve within the Highlands Corridor.
Members of the public should note that County Council is not the approval authority for the creation of the proposed conservation reserve. Comments from this meeting will be summarized and a letter forwarded to the Ministry of Environment, Conservation and Parks as a result of the feedback received at this public meeting.
Members of the Haliburton Highlands Land Trust and those that have registered with the County Clerk’s department will be invited to address Council. Those who have registered to speak will be called upon in the order within which the requests were received in the Clerk’s office and will have up to 5 minutes to speak and ask questions. Further details regarding addressing Council will be shared at the meeting.
Written comments that have been submitted for Council’s consideration will be included in the meeting agenda and will form part of the public meeting record.
Comments regarding the proposal can be forwarded to the Honourable Todd McCarthy at minister.mecp@ontario.ca of the Ministry of Environment, Conservation and Parks.

The Clerk’s Office has compiled a general list of Frequently Asked Questions regarding the March 26th Public Meeting concerning the creation of the proposed Milburn Kendrick Conservation Reserve.
What is the purpose of this meeting?
The purpose of the meeting is to discuss the application by the Haliburton Highlands Land Trust to the Province of Ontario for the creation of the Milburn Kendrick Conservation Reserve within the County of Haliburton. The County of Haliburton is not the approval authority for this application. Comments from this meeting will be summarized, and a letter forwarded to the Ministry of Environment, Conservation and Parks for their consideration as a result of the feedback received at this Public Meeting.
What time does the meeting start?
The Council meeting starts at 9 a.m. with orders of business related to the Council meeting. The Public Meeting portion of the Council meeting starts at 9:30 a.m. Please ensure that you have arrived prior to the Council meeting start, or enter the room quietly so as not to disrupt a meeting already in progress.
Where is the meeting being held?
The meeting is being held at the Lloyd Watson Memorial Community Centre at 2249 Loop Road, Wilberforce. The meeting location was changed from the Administration Building in Minden to allow for more space, while still being able to livestream the meeting for accessibility.
How do I get an opportunity to have my say at the public meeting?
To register to speak or provide written comments, please email the County Clerk’s office at clerk@haliburtoncounty.ca. Requests to speak or written comments must be received no later than 12:00 noon on March 25, 2025. Those who register to speak will have up to five (5) minutes for comments during the meeting and will be called upon in the order within which the requests were received in the Clerk’s office. Individuals that do not register in advance may not have the opportunity to speak. Further details on addressing Council will be shared at the meeting. Written comments will be included on the March 26th Council agenda and will form part of the public meeting record.
Can I share my thoughts anonymously?
The name of individuals registered to speak and a copy of any written comments will form part of the public record for this meeting. Members of the public who speak will be seen and heard at the meeting as well as on the livestreamed video.
How long will I have to speak at the meeting?
Members of the public registered to speak at the Public Meeting will have up to five (5) minutes to address council. Please state your name for the record prior to sharing your comments. We ask that members of the public respect the allotted time allowance to ensure all registrants have the opportunity to speak, and engage in respectful conversation.
